Southeast Early Head Start (SEEHS) is a comprehensive program that offers an intensive set of core services to pregnant women and children up to age three.

A case management system maintains the strengths of the family support approach and links the services to each other and the families they serve. The program meets all Head Start performance standards and encompasses the four cornerstones of Early Head Start: child development, family development, staff development and community building.

SEEHS is designed to utilize a neighborhood and family empowerment model in which participants are treated as equal partners in the effort to establish and maintain a structure of shared program governance through which parents can participate in policy making or in other decisions concerning the program. All participants must reside in the southeast Baltimore service area, be at or below the federal poverty guidelines, and be pregnant or have a child age 0-3.

Core Services offered by SEEHS include the following:

  • Family Literacy Programming
  • General Equivalency Diploma (GED)
  • Adult Basic Education (ABE)
  • English conversation for non-English speakers (ESL)
  • Bilingual Programming English/Spanish
  • Parenting education
  • Child care services for parents while on site
  • Health education and referral for a full range of health care services
  • Educational and employability services
  • Computer Literacy Classes
  • Recreation for parents and children
  • Service coordination and referral to other agencies
  • Developmental assessments for children
  • Remediation of developmental problems, either on-site or by referral
  • Advocacy
  • Referral for mental health services
  • In-home services for hard-to-reach families

The Early Head Start (EHS) child development design incorporates both home-visiting and center-based experiences. In a warm, welcoming and safe center environment or in the child's home, the Early Head Start staff utilizes curricula, models behaviors and forms close, respectful partnerships with parents. This relationship allows for a developmentally appropriate experience for each enrolled child. Most children and their parents receive services in the center and receive a minimum of one home visit per month. However, a weekly home visit is offered to those parents and children who are unable to attend center programming. When possible, home visits are conducted in the child's native language

In accordance with the Federal Head Start Performance Standards, children with developmental disabilities are encouraged to enroll and appropriate accommodations are made by the EHS staff.

Primary Program Goals

SEEHS strives to promote emotional security, health and safety, and the enjoyment of learning by providing support and education to low-income families with infants and toddlers. SEEHS achieves these goals by emphasizing the importance of nurturing and advocating for children, building skills and confidence in parenting, increasing awareness of and access to community resources and developing life skills that help families to pursue personal and professional growth.

Hours of Operation

SEEHS offers on-site programming to participants from Monday - Friday.
