Maryland Expands Voluntary Identification Initiatives for People With Hidden Disabilities

For individuals with hidden disabilities, such as intellectual or developmental disabilities and mental health conditions, Maryland has expanded its efforts to help first responders and community members recognize when someone may need accommodations that are not immediately apparent. As of Oct. 1, 2025, a butterfly symbol can be added to Maryland driver’s licenses or identification (ID) cards at any time, without a fee. There is no requirement to provide proof of disability or submit documentation to the Motor Vehicle Administration (MVA).

Eric’s Law, named after Maryland resident Eric Carpenter-Grantham, an adult with autism, prohibits the MVA from disclosing information about a person’s disability. It also requires the Maryland State Police and the Maryland Police and Correctional Training Commisions to provide training for officers on how to appropriately interact with individuals who have the butterfly symbol on their driver’s license or ID card.

Adding the symbol is optional and simple. Applications can be submitted online through a myMVA account, at any 24/7 self-service kiosk, or in person at MVA branch offices statewide. An updated driver’s license or ID card will be mailed to the address on record within 10 business days. Maryland residents may request to add or remove the butterfly symbol at any time. Shortly before an individual turns 18, they will receive information about their options to keep or remove the symbol. 

To add or remove the butterfly symbol representing a hidden disability:

  1. Go to mymva.maryland.gov/TAP/IND/_/
  2. Select “Driver Services”
  3. Choose “Add or Remove Hidden Disability Symbol”

The Developmental Disability Disclosure Blue Card is another option available to Maryland residents who wish to disclose their disability. The card, which is the same size as a driver’s license and colored blue for easy recognition, provides law enforcement officers with information on how an individual may communicate or respond during interactions. The card can be personalized to include emergency contact details and information about any accommodations needed. There is no requirement to explain or provide proof of disability to obtain the card. It is available upon request at MVA branch offices for individuals and their parents or guardians.
