Maryland Center for Developmental Disabilities (MCDD) Expands Partnership with Maryland Developmental Disabilities Administration (DDA)

The MCDD has enjoyed a wonderful working partnership with the Maryland DDA over the last few years. Much of our recent work began with the negotiation of a contract to coordinate and provide training throughout the state for DDA stakeholders. That contract resulted in the provision of more than 170 training sessions to over 6,200 participants. The current contract ended on June 30, 2012, but the MCDD is working with the DDA to continue and even expand this work in the coming months. So far, training topics have included behavior supports, person-centered planning, quality assurance, employment, and others.

The MCDD is also working with the DDA and the Department of Health and Mental Hygiene to address important issues relevant to people eligible for both Medicaid and Medicare (sometimes called “dual eligibles”) and those with multiple chronic care diagnoses, such as a developmental disability and a mental health diagnosis (sometimes called “dual diagnoses”), and to better understanding the quality and impact of DDA services. To this end, the MCDD will be conducting an on-line survey and interviews with people with disabilities, families, providers, resource coordinators, DDA staff, and advocates to gather information about Low Intensity Support Services. This work will be done in July 2012 through a contract with the Developmental Disabilities Council (DD Council) and in coordination with the DDA and the DD Coalition. This year the MCDD entered into a staffing contract with the DDA. The DDA expressed interest in having the support of the MCDD to recruit and hire three key people to guide the DDA’s expanding efforts as they improve capacity and administration in the areas of resource coordination, quality, and new service initiatives. The MCDD was fortunate to have had a wonderful pool of applicants for the positions. Chris Smith, director of the MCDD, worked with Rhonda Workman and Amy Dougherty at the DDA to identify and interview candidates, resulting in the hiring of three very talented and qualified staff: Brandee Pigatt as Program Manager for Resource Coordination, Shaconna Diane Gorham as Program Manager for Quality Assurance, and Yolanda Jenkins as Program Manager for Service Initiatives. All three started their work at DDA on May 21, 2012. The MCDD and the DDA are working together to mutually supervise, support, and evaluate these shared personnel positions.
