Gayne Barlow-Kemper is the Director of the Southeast Baltimore Early Head Start for the Kennedy Krieger Institute.
Barlow-Kemper received a bachelor's degree from the University of California, Santa Cruz and a master's degree in human services administration from Springfield College. Barlow-Kemper has worked extensively with pregnant and parenting teens in East Baltimore. Her background as a certified childbirth educator and lactation community educator has been instrumental in her ability to offer services to the Early Head Start Community.
In addition, Barlow-Kemper earned a certificate in Early Childhood Mental Health from the University of Maryland Division of Child and Adolescent Psychiatry. She completed a program in infant nutrition at the USDA, as well as a year-long project titled "The Program Administration Scale (PAS)," which was sponsored by the Maryland Department of Education and helped to improve the licensed childcare option in the Center.
